The Portland Business License is one of the driver requirements in Portland, Oregon. The application process is completely free for account creation. There may be applicable taxes payable to the City of Portland for earnings while utilizing the business license that you obtain.

Navigate to the City of Portland Revenue Division website here . Select I want to … Register a Business to reach the Portland Revenue Online website.

Under Business and Payroll Taxes, select Register My Business (Including Rideshare Drivers).

1. Business Information

• Under Entity Information

• Business Tax Entity Type – select the entity type you are creating (most drivers select Sole Proprietor)
• ID Type – select Social Security Number

• Do you do business under a different name? – select No

• Business Start Date – enter today’s date
• State of Incorporation – enter Oregon
• Business Activity Description – enter “TNC Driver”

• Does your business have a different mailing address – select No

• Under Business Tax Registration

• Business activity is conducted in the City of Portland – select Yes
• Business activity is conducted in Multnomah County – select Yes
• Business activity is conducted in Metro Jurisdiction – select Yes
• Enter today’s date for each jurisdiction’s start date
• Is your estimated gross business income greater than $5 million? – select No

• Select Use Primary Business Contact Information, or enter your contact information

• Does your business activity solely consist of ridesharing (e.g. driver for Uber, Lyft, DoorDash, etc.)? – select Yes

• Do you need a Metro Supportive Housing Services (SHS) Employer Withholding account for your business? – select the option that best suits your situation

• Do you need a Multnomah County Preschool For All (PFA) Employer Withholding account for your business? – select the option that best suits your situation

• Do you need a Personal Income Tax account? – select the option that best suits your situation

To view your Business License Number and access your Certificate of Compliance

Login to your account with the username and password you created as your Web Login Information. In the Summary – Business Tax section, view your account number (starts with BZT – followed by 10 digits). View and print your Certificate of Compliance, and upload a picture of it to your driver account.
